NRA Structure and Governing Body: Check all details

NRA Structure: On Friday (28th August 2020) Department of Personnel and Training (Dopt) released a notification about the National Recruitment Agency structure and Governing Body. Check NRA Structure, NRA Governing Body and its divisions, and other important details about NRA functioning.

According to the official notice. NRA would be registered as a Society under the Societies Registration Act, 1860. However,  the processes within the organization and the accounting formalities shall be as rigorous as mentioned in the Companies Act.

NRA will have its headquarter in New Delhi and there would be six regional offices in the East, West, South, North, Central, and North-East.

NRA Structure

NRA will have the following structure:

Governing  Body:  There shall be a Governing  Body at the highest level to provide strategic direction to the NRA. The   organizational structure of the Governing Body will be as follows:

The government of India will appoint the Secretary level person as the President of the NRA to head the Governing Body.

Secretary and Controller of Examinations shall be of the level of Joint Secretary to the Government of India, to be appointed on a deputation basis.

NRA Head Office:

National Recruitment Agency will have its headquarters in New Delhi which will have 7 functional Divisions mentioned below.

  • Controller of Examination
  • Strategic  Directions
  • IEC
  • IT Solutions
  • Administration
  • Finance,  and  Research
  • Content  Development

A Director/Deputy Secretary level officer of Govt. of India will be appointed as the head of each division.

There will be a dedicated legal cell also headed by an officer of the Director level. All employees who will be working in all 7 decisions and Legal cells will be recruited on a deputation basis.

The NRA will be given the power to recruit support staff on a contract basis for its own functioning.

NRA can hire experienced consultants and other staff as required for different tasks that will help the National Recruitment Agency to operate its day-to-day functions. restricting the administrative expenses to 10% of the total operational cost.

Department of Personnel and Training also included information about the Common Eligibility Test in the official document.

DoPT said in the notification that NRA will provide the same test platform to all candidates at the nearest District HQ, particularly those in rural areas/Aspirational Districts.

In order to set a new standard of equity and inclusiveness in recruitment, the Government has decided to set up a National Recruitment Agency (NRA) as an autonomous and self-reliant body to conduct a Common Eligibility Test (CET) to shortlist candidates for vacancies of Group ‘B’ Non-Gazetted posts, certain Group ‘B’ Gazetted posts and Group ‘C’ non-technical posts in the Government and equivalent posts,  through a computer-based online Tier-1 examination.

Initially, NRA will conduct separate CET tests for 10th pass, 12th pass, and graduate candidates. NRA will provide a CET Score to all candidates and candidates can apply to different recruiting agencies for higher-level Tier-2, and Tier-3 exams.

There is no limit on the number of attempts at the CET exam and Higher CET Score will be considered for recruitment purposes. CET Score will be valid for three years.

Initially, a CET for each of the three levels (the graduate, the 12th   pass, and the 10th  pass) shall be held twice a year. 

NRA will provide the opportunity to attend the CET test as per the candidates’ choice of date of exam. NRA shall enhance the frequency of the CET at each level in a planned manner so as to reach a stage where it shall afford the opportunity to a candidate to book and take the test on the date and time requested by him.
